The basic European programs and initiatives are also represented in Ukraine. From the early beginning of proclaiming European choice by Ukraine the partnership between European Union and Ukraine is growing in different fields such as science and education.
All the aspects of such a partnership are proved in two main documents which legislate co working of Ukraine and European Union.
These documents were created for several basic lines:
- Proving and developing educational system of Ukraine according to the modern requirements including sertificational system of higher educational establishments.
- Starting up political dialogue between Ukraine and European union in educational sphere
- Growing of exchange possibilities for Ukrainians by taking part in different European programs
- Assistance of education in researching sphere in separate establishments
- Expansion of possibilities for students exchange
- Strengthening of taking part in such students programs as TEMPUS, ERASMUS MUNDUS, and YOUTH.

TEMPUS, Trans-European Mobility Partnership Scheme for University Studies
The program is concentrated on interuniversity’s partnership, students and teachers exchange allows European Union to prove system of education in partner countries through cooperation with other countries members of European Union.
The last stage of the program was approved in April 29 1999, for six years duration beginning in July 2000 and spread all over the Balcanian territory.
Tempus offers three types of grants:
- For groups of universities – “consortium” which work together during 2-3 years for getting results denoted by structural projects which are called – Joint European Projects
- Individuals – teachers of higher educational establishments, representatives of educational establishments’ administration for assistance of visiting exchange between European Union and partner countries. Such kind of help within the program is called “Individual Grants for internship”
- Another kind of help within this program - additional and structural initiatives – special kind of grants directed on realization of projects, structural reforms in sphere of high education.
All the grants are given on principles of open competition.

Erasmus Mundus
New educational program was founded by European Union for Ukraine, Moldova, Belarus' and several another countries which are not members of EU. Within this program students from elder courses and young scientists from Ukraine, Moldova, Belarus' may get scholarship from European union for continuing their studying or researching work in countries members of EU.
Erasmus Mundus offers near 90 educational magisterial courses of higher educational quality. Near 5 thousands of students from low developed countries have chance to get grants for education. The program also offers the scholarship to more than 1 thousand scientists for their research in European Union.
Erasmus Mundus consist of 4 components:
- Magisterial courses Erasmus Mundus – high quality integrated courses for at least three universities of European countries.
- Erasmus Mundus scholarship – granting highly qualified students of elder courses and scientists all over the world.
- Partnership – magisterial courses which provide possibilities of establishing partnership with higher educational establishments in undeveloped countries.
- Growth of attractiveness of European educational system – program promote growth of attractiveness and interest in European educational system and further internalization of higher education also it touch to inner confession qualification among Europe and third countries.

Youth Program
The main aim of this program is to extend young people possibilities to open Europe for themselves and taking active part in rebuilding it.
Besides the young people from over then 30 European countries representatives of Latin America and USSR also may take part in this program.
Persons who are permitted to be the participants of the program:
- Groups of young people who would like to be the members of exchange program
- Young people who want to be a member of European volonterial program
- Volunteers who have enough of useful experience to start their own project
- Youth organizations
- Youth leaders
- Local government
- Any organizations which offers volonterial services
- Leaders of youth movements
- Other participants of non formal education

Jean Monnet Action – Understanding European Integration
First this action was initiated in 1990 for universities request for the sake of proving university’s courses of European integration. Within this program European Union finance teaching connected with the process of European integration and developing science in a concrete sphere of life. All the courses are generally connected with European police, European economy, and the history of European integration and so on.
Project is divided into several parts, one of them is Jean Monnet’s department (symbolic name) – the part of the program which is aimed to create special jobs for teachers who will conduct the subject of European integration.
All the programs connected with European integration are clear, open and easy to understand for all universities and scientists from all over the world and hove the object to create new generation of specialists on sphere of European legislation.
This action provides the following activities:
Jean Monnet conferences which are organized by European Union in Brussels’ are concentrated on current political priorities in sphere of European integration.
Support of teaching activities in different universities through Jean Monnet’s department and proving canters.
Support of research activities in form of universities research groups and academic discussion which are organized by universities and research centers’.
Grants for young researches:
Support of national associations in sphere of European integration such as European university institute, European institute of public administration, academy of European low and others.
This action covers 60 countries and near 800 universities which offer such courses in their educational programs.

Socrates
The leader among European programs in educational sphere is aimed to develop the quality of European education through close cooperation among countries members of European Union. The program was founded for proving educational system and giving chance to continue to study till the end of the life for everybody, for encouraging people to study and to get high qualification.
The program consists of 8 parts:

3Griundvig – education for adults
4Lingua – studying European languages
5Minerva – informational and communicational technologies in education
6new ideas for proving educational system.

Leonardo da Vinci, Community Vocational Training Action Program
The program is based on sphere of professional education and qualification for carrier development and giving chances for passing internship in European companies.
The main aim of this program is based on European concepts which have to reach consolidation of European partnership in educational sphere.
Educational establishments, educational centers’ and organizations of all the levels including universities, business centers’, and socials partners may take part in this program.
Leonardo da Vincis program is closely connected with such programs as “Youth” and “Socrat” and within these programs participants may create general projects. All the actions within this program are ruined by European Union and at the same time national agencies provide informational support to potential participants.
